Over 700 participants representing 97 countries participated in the event, resulting in 521 new agreements, a significant increase from previous years. The General Authority of Civil Aviation of the Kingdom of Saudi Arabia hosted the event.

Launched in 2008, ICAN provides a platform for countries to negotiate bilateral and multilateral air service agreements. These agreements establish the legal framework for airlines to operate between countries, and are crucial for the development of the global air transport network.

The Riyadh ICAN also saw progress towards the ambitious goal of decarbonizing air transport by 2050.

The record-breaking number of agreements reached at ICAN 2023 demonstrates the continued importance of international cooperation in aviation. These agreements will help to connect people, cultures, and businesses around the world, and contribute to a more prosperous and sustainable future for all.
